I've had a chance to ruminate over this CR. It was piece meal. Sounded like it was hobbled together out of options that were available to us, which didn't seem like much. To me, it seems like there isn't much interest in this project at the price where its trading. GW has done a stellar job of keeping SP where it is but he's created another problem, in that the project is overvalued for where it is in its commercialisation.
