The cynical me leans toward them announcing a large fund wanting to buy 10% after the relist as a PR strategy for drumming up $ as part of the raise.
I don't know why a fund would announce they want to buy after market. If they really wanted it, why not buy into the CR.
But I could be off mark with that thinking
