As an example after the 16th Alex could purchase a percentage of his mate Zhenya's holdings to increase his percentage in the company to say 25 million shares insuring his holding is above the 20 million shares offered to entity.
Prior to the 16th the only way Alex could do this is to buy on market or via off market transfer from other holders, which he may of well been doing over the last month thus the reason company won't provide me with copy of top 20 and the share price has been capped.
