11 years for the long arm of the law to catch up with the fraudster, only to sentence him to just nine years jail. The fraudster will walk out of prison thinking "Still worth it!"
Applying this time frame to our situation we can expect to see the pirates in court in the year 2031. Many of the retirees these pirates have shafted will no longer be around to see justice done. The money will be long gone by then so a civil action will no longer be feasible. John McAuliffe himself will most likely expire before then and post-humously take responsibility for much of the debacle, leaving the rest of the pirate crew to walk away without so much as a slap on the wrist.
