Hasn't Jacka been delisted BECAUSE the shares have been suspended from trading for a continuous period of 2 years. This is automatic on 2nd anniversary of suspension.

To have our securities quoted and traded on ASX again, we would have to complete a new application and satisfy relevant admission requirement of Chap 1 & 2 of the listing rules afresh.
Don't think time is the issue. More likely satisfying the profit (rule 1.2) or asset test (rule 1.3) will cause grief here.
