The sovereign is bound by the rule of law (in theory). Many Petroleum Agreements have a waiver of sovereign immunity clause and associated dispute resolution clauses to protect investors so a sovereign can't always "do what hey want", even though it is their resource. DYOR. I am sure that ASIC would have an issue with a takeover by the mafia or Gypsy Jokers.
