The market had priced in the fact that GGG would need to raise some capital with the delays and this RI will go a long way to arrest the falling SP. The market can start again to value GGG's share price on it's massive resource of REE and U.

Good part is that the RI gives existing long term shareholders the opportunity to raise the capital and will not go fully to "sophisticated investors" or broker houses that are happy to sell and take small profits.
