My read of this is that there are lots of disgruntled shareholders on the books (not taking up their rights), but sufficient interest among the less disgruntled for the shortfall to be oversubscribed. Overall I read this as a positive signal. I myself subscribed for some shortfall shares. These people have had some disappointing drill results, but I think they work harder than many on keeping the wheels turning.
