Ann: RENOUNCEABLE RIGHTS ISSUE TO RAISE UP TO $8.15 MILLION, page-76

From my understanding, I thought I can firstly apply any amount up to my entitlement. So right now, say I am entitled to 9000 shares at 45 cents. And if I want to round up, I can add an extra 1000 shares at 45 cents. Whether I get that extra 1000 shares I applied for depends on shortfall, director's discretion, etc. But nowhere could I find where it states specifically that in order to apply for those extra, I must have the rights to apply. The only conditions I can see is that I must firstly apply for all my entitlement, which is 9000 shares and then more if I want to.

Am I right?
