You can only apply for "shortfall shares" IF there is a shortfall. If all the rights have been taken up there isn't any shortfall.
Hence - if you wait for the shortfall you might wait for ever; if you want the incremental new shares you need to buy ELSR.
One ELSR = 6 rights
One ELSR + 45 cts = One new share (+ half an option @ 90 cts strike)
