    Remember that the regulators role is to enforce the applicable laws. They don't have the time or manpower to follow every movement of every company and they certainly don't have the funds to take every company who breaches the laws to court. They pick their battles. I'm not excusing or endorsing this but its simply the way things are.

    If you want the regulator to look at something you need to be specific about which specific acts are illegal, ie which laws were broken, by who, when and with something that at least vaguely looks like supporting evidence. Its no different to the police. You can't just say xyz is a crook, can you please arrest them like $$$$$ and Smackbot wanted when threatening some of us, and they often don't have the power to search unless there is sufficient upfront reason to suspect.

    Remember that incompetence, lack of foresight, arrogance or general stupidity aren't usually against the law except in certain circumstances, ie driving. Most of the time these are considered reasonable excuses for exceptionally poor outcomes.
