EPA says submit the draft. Reason; means things can be adjusted to be perfect for final decision.
Draft requirements change. So what was perfect before isn't applicable.
What is stopping you from submitting the final without draft ESD feedback??
I actually genuinely feel for Bruce now, the EPA is putting him through a bureaucratic merry-go-round.
Bruce clearly knows what the F he is doing when it comes to the commodity and the plan to production.
God damn you EPA!
