I believe they were originally talking about Sydney, but repkon is based in Turkey and the product of this JV will likely end up in places like Turkey so I don't see it as a downside as it increases the chances of success.
more to the point ethically speaking this sort of barrels was not why I invested in TTT but hey it gets the technology off the ground and to be fair the most inventions in human history have been driven by warfare
