I guess it did have happened before the announcement if you looked into last 3 days from 12 to 16.5 cents now. It would be very bad if it went to large run and ended day lower today (dumping). I noticed it was around 16.5 cents of trading whole day with a healthy volume near 20m (market is happy with a value of 16.5 cents, or a floor confirmed after a heavy run up last 3 days. Very healthy.
