Well, that's definitely an improvement.
I would never apply for shortfall shares if the underwriter had first access. Now Shareholders have first priority.
IF they can pump up the share price before the offer closes, this could be a great offer for smaller shareholders.
Especially given there is guaranteed to be a shortfall because at least 24% of the register is ineligible to participate (so their entitlements will be part of the shortfall).
