    What is the purpose of an RC? A repeat of the banking RC.
    It is there to sterilise the bad behaviour to say we know, we condone but we are afraid some innocent victims will get hurt. How many addicted punters and their families got hurt for decades? Rev Tim Costello puts it so succinctly this morning when interviewed on a talk back radio. Amen.
