Based on today's close there's very little kick to the share price based on being let off the hook on their Melbourne licence. Perhaps it's the reasons given: that they're not fit and proper to hold the licence, but to take it off them would cause too much economic disruption. That's not the case for the Sydney licence. Given Crown's proposed Sydney casino hasn't started yet that licence could go to another entity without causing the disruption that closing Crown in Melbourne would.
