Not quite, it can be believable and also bad. It has to be believable and fit the other criteria for it to be good. If the ASX are holding this to make sure it doesn't get released in a way that could be misunderstood I think that is a good thing but that doesn't mean the ANN will be either good or bad, just that it will clearly state what it has confirmed and what it hasn't.
