that isnt correct. there are no legal or regulatory differences between big and small caps in relation to revenue forecasts

what there is though is a requirement that such forecasts be rationally defensible. thats often harder to do if you dont have proven sales history - but its not disallowed

its simply that board and exec face potential regulatory and legal punishments if such numbers are shown not to have been premised on reasonable basis

you can still miss numbers and thats considered just bad luck.

but you arent supposed to be allowed to make up numbers out of thin air.
