Why was BUD in a TH? Because they realised they had stuffed up royally (or in the words of DM and the BOD an "isolated incident" or "reporting error") and had minimal cash left. So little, that they would not have been able to confirm if/when they could pay for the order. Also in the release, they confirm they are in daily contact with suppliers. So while BUD was in the TH the supplier became aware of cash flow issues and looked for an alternate customer.

There is a reason why BUD loan facilities are from lenders that fall into the corporate equivalent of "payday lenders", because they can never make it from one pay day to the next.

That is a complete misrepresentation of what is in the Ann - there is absolutely nothing in the announcements to suggest that the reason they did not get their order of chips was due to what you are suggesting. Pure speculation and misleading people here. Find something that actually backs up your speculation.
