Question? Is it fair to say, if I were to know a mining company planned to relinquish a tenement I can go into the mines office the next day and make claim? simplified.

If so, then surely mining companies have some obligation to shareholders. Otherwise, they can 'transfer' tenements from shareholders to private companies for $0.
