Actually i think Dongarra may be announcing that they are appointing a sub underwriter, see below. The recent fall under $1.10 may have made them a bit apprehensive hence reducing their risk. Thoughts?

Subject to written approval by the Company, the Underwriter may appoint a sub-underwriter to sub-underwrite
any or all of the Shortfall Securities.
There will be no monetary fee payable by the Company to the Underwriter.
