I can only see it as a massive benefit! The relationships and connections they will make from accross the globe will be absolutely priceless! And while it may redirect some of their attention from immediate hunting for deals there would have been a multitude of talks prior to CE and TGA approvals. I think the benefit of the program far outweighs the negative, that just my opinion though.
