Hey mate. I don't do not believe that is correct.
In the announcement it mentions 1% is to do with audio quality and not the patients themselves as you stated:
"Only approximately 1% of recordings have been found in the quality assurance process to be unacceptable. "
My current understanding is that 70% of the audio collected last year was done improperly because the patient was treated before hand, or because there was obstruction in the audio (other sounds besides coughs [background noise], interference from electronic equipment etc.)
Now that the testing is under strict guidelines, only 1% of audio recordings have been found inadequate. Last year this number was around 70% inadequate but was only caught at the very end of the testing because there was limited or no quality control put in place at the time.
