MOU is generally step 1 towards a signed commercial agreements. they generally set out a range of high level terms and principles acceptable to both parties that provides the framework for commercial negotiation. some MOUs fall over, some MOUs progress to a more legally binding contract.
while the signing of a MOU is not binding in anyway or form, it does show that the parties are generally on the same page when it comes to the basis of collaboration. hope that helps.
