My estimation was attempting to factor in a bit of the psychological angle - news that isn't overwhelmingly positive is often a crushing blow for some stocks, pennies in particular.
As a for instance, when this same situation happened in the company I work for, it dropped a good 9 percent on the news, though bounced back before long.
