You cannot help but get the feeling the leadership team is becoming more concerned that there will not be a resolution to the environmental concerns, which is a government issue and not a management team issue... I wouldn't wait around for 3-5yrs of fighting the government, if I knew I could go and execute a project elsewhere (would you).
