If you read the Star evidence from the Inquiry down in Australia, the Chief Controls Officer Rav Townsend and Head of Risk Eileen Vuong both admitted it was their job, they did not do it properly and need to “remediate” it with “backfill”.
That is the point, Star never seem to hire and never seem to backfill, they chronically understaffed their operation and now we are all sufferings as a result.
