    Looks like we have a substantial holder who did follow his gut feel and realised that the 22 cent price was too good to pass up and bought 2.6M new shares. The notice says this occurred today on the 23rd which must be a typo, because it hasnt traded that low today and the notice is signed yesterday.

    Either way its a positive sign.
