Regarding the seller, some of the departing member(s) may have had some shares to offload so could have done a deal. As they wouldn't have too much confidence in the company without them on board, they may think 22 cents is a good deal for a quick sale.

Otherwise, I don;t know how these things are usually negotiated. How does a large seller finds a large buyer. I imagine it involves brokers who have access to both large holders and sophisticated investors who may wish to do a deal.
When I'm a sophisticated investor I might get more of an idea. Hoping that will be next year. Just need KIN to come through, and a few others, and maybe just a smallish lottery win should get it over the line...
