That all sounds rosy EagleEyes but the reality is you don't just walk in and go " holy crap!". It shows that there were inadequate checks , balances , monitoring and cost controls in place within the organization . They have all been pouring over this schedule and budget for months and to have a blow out apparently so big and so early to warrant stopping the project indicates major management issues across the board .
