Cabinets operate like that - Cabinet agrees - usually via a simple majority. Who votes which way is not disclosed and there is a concept of Cabinet solidarity - all support the decisions of Cabinet regardless of how each individual voted.

My guess is that Rick went AWOL for the meeting and there was a quorum.
