Existing holders are not necessarily excluded. Yancoal announced yesterday its listing arrangement for Hong Kong with an IPO at more than 33% higher price then the SP at time of announcement. Existing shareholders can also buy in through a renounceable entitlement offer on the basis of 0.05387 new shares for every 1 existing. So, there are various ways that RSG can go with a LSE listing. Depends on how much capital they think they need.
