As far as I can tell.. the 'vic gov' has relinquishedcontrol of the mitiamo area to the local tribe ... who seem to be a corporation and are 100% managing the site under the vic gov laws.. and aboriginal laws. i guess the vic gov still stamps paper and collects taxes- but this clan gives the go ahead- or not... they seem to have a mining division etc and a structure for decisions.
