I honestly wouldn't be surprised if this land arrangement meant that negotiations dragged on for years- based on current political 'goings on' in Australia, regarding 'first nations' people. I know the Victoria govt. needs the money... they are severely broke. If the aboriginal corporation would like some money... I guess they will make a reasonable deal, but maybe they are already getting plenty of money from the govt- in recent land deals or other royalty streams.
If parties are bieng unreasonable I would rather cyl just put the offer on the shelf for a few years until the numbers make sense. You'd want a contract that ensured that a responsible mining operation was free to continue its business without bizarre rule changes and flip/ flopping ideas. No point in getting half way there- and then stop/starting over bad contracts.
