I think they need to do whatever will bring greater shareholder value per share. Sure if they can find and buy another producer and they can buy them cheaply enough to provide greater returns per share than by undertaking a buy back then go ahead. If they can't buy another producer cheap enough then a buy back may be the next logical move to utilise cash on hand and increase shareholder value.
