They can't - the regulatory framework (ASIC/ASX/JORC) don't allow that as it is a forward looking statement that doesn't have a "reasonable" basis.
Once they have enough confidence to make a cashflow model ( Ore Reserve/Production Target/Scoping study) they can make a statement about costs/revenues etc
