No-one actually needs this device. If a family can't afford it, they just won't buy it. A peak flow test device, which has been used to adequately measure asthma severity for years, costs $16 from Chemist's Warehouse. Asthmatics need a diagnosis, a management plan, and medication. At that point, the main issue is the amount of time spent managing the disease, not precisely measuring your level of wheeze.
