I guess this is not PRU final offer. Just letting the market know their intentions are serious. They probably need to up the offer slightly to make ORR management declare a superior offer. At the moment management can just get away with declaring it’s not superior but at somepoint they will get major pressure from shareholders to declare a superior offer. PRU probably snapping up shares now before another offer.
