The game theory on the delays is that it puts more pressure on ORR management by draining cash the longer this goes on. But once you know that, and expect this to be drawn out as much as possible you will see that JQ is extremely purposeful and does what he says. I doubt this gets away from PRU (though they will undoubtedly need to pay more).
