If HQ have funds available, they obviously aren't providing GCR with enough to do exploration etc.
....in general exploration companies must meet expenditure
In my view if HQ don't have funds to explore or willing to raise funds they should divest of GCR to someone willing to explore. GCR has some assets worthy of exploration/development.
If HQ have funds available, they obviously aren't providing GCR...
