Not a down ramper, but I disagree. I think the Phase 1 award was material. The mere fact the company received the grant was price sensitive as shown by the SP response once announced. Sitting on the "on hold" news for three weeks isn't acceptable, it needed to be shared with shareholders in a timely manner. With the hold came the possibility of a cancellation of the award. Just how material the award would have been is reflected in the CEO's statement once the award was announced, “(This) announcement creates the foundation for a facility in the United States that will assist the US to avoid the supply chain vulnerability that has been exposed over the past year.” And this can't be looked at strictly in terms of the Phase 1 award, since it also opened the door for subsequent and far more significant US DoD funding. Upon receipt of the award, the company announced, “Successful completion of Phase 1 milestones may lead to further contracts for commercial scale production and operation of a US heavy rare earth separation facility, however, this is not guaranteed." Without the award, a possibility given the "hold", all this "bullishness" goes away. Seems to me that the company goofed and it can't be masked over with a ton of verbiage.
