It does make sense why AC left LLL. The response stunk of incompetence. "We did not believe there would be material impact on production because we hoped that the sanctions would be lifted very shortly".

This could just be naive assumption. Total incompetence is the most positive possibility. The supposed sanction lasted from January to July, seems pretty short as sanctions go. If I were more skeptical, the immediate crisis seems more in line of "as the sanction was being lifted, we have run out of excuses for missed production targets".
