I think its a commercial dispute that has been lodged in HK for resolution or demands for payment.
The way I read it a portion of the goods have been delivered while the balance has been withheld during dispute.
I think they are refering to Hankuk Carbon which is into everthing carbon fibre...one of their specialities are LNG tank linings and insulation.
Lets hope this is the case ... The only other Hankuk I can think of is an indian contractor specialising in hotel construction and SE is building a hotel with our money ..
Time will tell.
