Here is another theory:
The Hemp never developed high rates of CBD in the first place.
The official 3rd party THC test conducted on the 18th Sept showed CBD% roughly in-line with the finished harvest results.
The test on the 24th, 6 days later, from samples taken by CLI staff, showed significantly higher CBD. These 2 tests are at odds with each other IMO. The Hemp was at different stages of maturity, so the explanation that CBD levels increase as the plant matures doesn’t stack up in my opinion.
My alternative theory is that the pre-harvest tests, with sampling done by CLI staff, were flawed.
