If you are a big player and want in you need to make an offer IOU cant refuse - apparently $40 mill at 50 cents was enough for IOU to stop in their tracks and take up the offer
I cant see a haphazard bunch of 20 sophs working together behind the scenes to do that - thats not how cap raises usually work.
Its nearly always the company initiating the process - not the broker
