Because they are going to need a lot of money from the market and a farm in partner to do even one offshore drill which isn't cheap and the look to the market isn't good or to other partners if you seem to be hiding or withholding information. They are reliant on big investors in capital raises and need their trust not 2 bob HC posters like me.
