Sounds like incompetence by management to me. My guess is due to not getting the equipment they needed because of ECOWAS sanctions they threw money at more/different contractors to keep up the production rate but that failed. Could be dodgy/poor contractors that didn't perform and asked for more money without anyone in the company checking what was happening.
