I would think it prudent of the company to get as much funding as possible when they are able, being a start-up and currently having no revenue.
Being in discussions for funding does NOT suggest that a deal is not imminent. Possibly that it doesn't cover all their costs yes... nor does it mean that they won't have other deals in the medium term that will cover costs. They mentioned possible spin offs/joint development deals so they will need extra funding for this also. The money won't just fall out of the air... at least until their tech gets some more momentum in the tech community.
