PNG just like Australia(politics aside),has suffered from Dutch disease.
Had PNG borrowed their thirty percent US$600 Million from the Chinese it would have adversely impacted on their terms of trade and added to their indebtedness.
If and its a big if, O'Neill funds PNG's governments thirty percent of Yanderra via the PNG-LNG project,it would be neutral as far as their terms of trade go.
The PNG government will also have the cash to build more power stations.
I still favour Thorium,as a power source(because its the cheapest), though I suspect O'Neill will tie Marengo into a gas deal,thus the PNG government cant lose(which I'm not entirely against).

The big caveat Q on what Ive said,its all speculation on my part.
